  2019年8月23日,驻爱沙尼亚大使李超在爱主流媒体《邮差报》的网络新闻版发表题为《暴力乱港没有出路》的爱语署名文章,阐述香港修例问题的来龙去脉和现实意义,对外国势力干涉香港事务并为暴力乱港分子打气撑腰的险恶用心进行揭批,结合香港的历史沧桑以及回归后取得的发展成就,表达了中国政府坚定不移贯彻“一国两制”的决心,相信在中国中央政府的全力支持下,香港的明天会更加美好。

On August 23, the Chinese ambassador to Estonia H.E. Mr. Li Chao published a signed article entitled "Messing up Hong Kong with Violence Goes Nowhere" on Estonian newspaper Postimees online to elaborate the cause and practical significance of the "amendment bill" in Hong Kong and expose the ill-intention of the foreign forces who backed up the Hong Kong radicals. By explaining the development achievement Hong Kong had achieved after its return to Motherland, Ambassador reiterated Chinese Government's resolution of implementing "One Country, Two systems" and believed that Hong Kong would have an even brighter future under the support of China's Central Government.

  今年6月以来,围绕香港特区政府修订《逃犯条例》和《刑事事宜相互法律协助条例》,中国香港发生了数次较大规模的游行集会活动,并引发多起暴力事件,引起国际社会关注。为了让爱沙尼亚民众更全面、客观地了解香港局势,我愿就此说明有关情况。

Violence Goes Nowhere in Hong Kong

Since June related to the Hong Kong SAR Government's attempt to amend the Fugitive Offenders Ordinance and the Mutual Legal Assistance in Criminal Matters Ordinance, a number of large demonstrations and violent protests have broken out, drawing attentions from the international community. In order to help Estonian people better understand the current situation in Hong Kong, let me offer you a relevant talk.

  2018年2月,一对香港年轻情侣同游台湾。其间,因双方发生争执,女方被男方杀害。男方返港后,因命案发生在台湾,香港检方无法以杀人罪起诉他,而香港同台湾、澳门和中国大陆均没有移交逃犯的相关安排,罪犯得以逍遥法外。为堵塞现有法律制度的漏洞,共同打击犯罪、彰显正义,香港特区政府提出修例动议。这并不是香港特区政府第一次提出要修例,而且现有的法律漏洞确实带来了司法争议,甚至影响了司法公正。遗憾的是,很多反对修例的人对条例内容并不了解,只是担心修例会破坏香港的自由安全。实际上,修例仅是为了填补法律漏洞,无关乎香港的自由安全。修例并不会使从香港引渡罪犯变得更容易,修例有保障条款,37种国际公认刑事罪行以外的不属于移交范围。比如,涉及宗教、新闻、言论和政治类的不在引渡之列,而且所犯罪行必须在香港和申请引渡方两地都成立。因此,修例并不会损害港人的人身自由和合法权益。当然,有人对修例持不同意见是很正常的,表达自己的诉求也是自然的。但一些别有用心的势力利用普通香港市民对法律制度、司法制度缺乏了解所产生的疑虑,组织和策划所谓游行、罢工,散播谣言,煽动情绪,一些激进示威者打着“民主”、“人权”的口号蓄意破坏公物、制造暴力事件,严重损害香港的法治、经济和国际形象。6月15日,香港特别行政区行政长官林郑月娥宣布暂缓修例,但一些激进的示威者不但没有收手,反而变本加厉,更加无法无天。他们用铁棍打砸、冲击香港立法会和中联办大楼,肆意破坏公共设施,阻碍公共交通,非法储存危险物品和攻击性武器,用致命手法袭击警察,围殴甚至咬断警察手指,投掷汽油弹致警察多处烧伤,污损国徽,亵渎国旗,公然鼓吹“港独”。游行完全超出了和平示威的范畴,且组织化、专业化、暴力化日益突出,这不是正常表达诉求,这是赤裸裸的违法行径。任何一个法治国家都不会容忍暴行,任何污蔑香港警方依法维护社会秩序的言行都不应被纵容。

In February 2018, a pair of lovers from Hong Kong traveled to Taiwan. During their trip, the girl was killed by the man because of their personal conflicts. After the man returned to Hong Kong, he cannot be prosecuted for murdering because Taiwan is a different customs border region. Hong Kong has no arrangements with Taiwan, Macao and mainland China to deliver fugitives, which makes the criminal suspect still at large. In order to improve the existing legal system, fight against crimes and bring justice to enforcement, the Hong Kong SAR Government proposed the amendments. This is not the first time for the Hong Kong SAR Government to make this proposal, since the existing legal loopholes have resulted in judicial controversies and even undermined the justice. Regrettably, many people of those who are against the amendments actually do not know the content of the amendments. They are afraid that the amendments will do harm to the freedom and security of Hong Kong. In fact, the amendments only aimed to improve the legal system other than to affect the freedom and security of Hong Kong. With safeguard clause, the amendments will not make it easier to deliver criminals from Hong Kong to mainland China. Criminals not included in the internationally recognized 37 offences such as those related to religion, press, speech and politics are not to be delivered. To realize the delivery, the crime must be recognized by both Hong Kong and its counterpart. In conclusion, the amendments will not harm the freedom and legal rights of Hong Kong people. It is not surprising for some people to hold different opinions on the amendments and to express their own wishes. However, some people with ulterior motives have made use of the Hong Kong citizens' insufficient knowledge of amendments and their unnecessary worries and started to organize so-called demonstrations and strikes. They spread and stirred up the people's resentment. Some radical demonstrators deliberately destroyed public property and created violent incidents under the term of "democracy" and "human rights". No doubts these acts are absolutely breaching Hong Kong's rule of law, seriously damaging its economy and international image. On June 15, the Chief Executive of the Hong Kong SAR Carrie Lam announced the suspension of the amendments. However, some radical demonstrators did not stop. Instead, they became more violent and lawless. They smashed their way into the Legislative Building (Parliament) and the Liaison Office of the Central People's Government in the Hong Kong SAR with iron sticks, wantonly vandalized public facilities, obstructed public traffic. They are even found illegally keeping destructive tools and offensive weapons. They attacked the police in lethal means and even bit an officer's finger off. Some of them threw Molotov cocktail to burn the police. They tarnished the national emblems and national flags, shouting "Hong Kong independence". The parade completely exceeded the format of peaceful demonstration. Apparently, their acts are better-prepared, well-trained and violent. They are not expressing their views about the amendments, but barely resorting to illegal acts. No country under the rule of law would tolerate atrocities of this kind. Any words and deeds that taint the Hong Kong police in maintaining social order in accordance with the law should not be indulged.
