次区域国家是“一带一路”建设的天然伙伴，也是首要受益对象。我们将践行共商共建共享理念，推动次区域合作与“一带一路”倡议对接，协调采取合作行动，实现协同联动发展。明年中国将主办第二届“一带一路”国际合作高峰论坛。欢迎次区域国家积极参与，共同推进全方位合作，共享合作成果。

　　——我们要深化更加紧密的伙伴关系。亲望亲好，邻望邻好。打造更紧密伙伴关系，走共同发展、共同繁荣的道路，符合次区域国家的共同利益。我们将坚持这一大方向不动摇。

　　我们要相互尊重、平等相待，坚持共同协商办理次区域的事情。我们要坚持以发展为中心，在合作中谋求双赢和共赢。我们要坚持包容互信，不因一时一事干扰发展与合作大局，共同为次区域发展合作营造良好环境。

We GMS countries are natural partners in and primary beneficiaries of the Belt and Road Initiative. Following the principle of consultation and collaboration for shared benefits, we could synergize GMS cooperation and the BRI and realize interconnected development through coordinated actions. As the host of the second Belt and Road Forum for International Cooperation next year, China welcomes fellow GMS countries to the Forum where we can further advance our wide-ranging cooperation and share in the fruits of such cooperation.

Fourth, we need to deepen our partnership. As a Chinese saying goes, good neighbors are well-wishers for each other. It serves the common interests of all GMS countries to forge a closer partnership for common development and shared prosperity. This is an overarching principle that we shall continue to follow.

It is important that we treat each other with respect and as equals and deal with sub-regional affairs through consultation. We must stay development-oriented and pursue win-win and all-win outcomes in cooperation. We must uphold inclusiveness and mutual trust to ensure that our development and cooperation are not affected by turns of events. This way, we could jointly create an enabling environment for the development of our sub-region.

　　去年，中国共产党第十九次全国代表大会将习近平新时代中国特色社会主义思想确立为指导思想，规划了中国发展蓝图，开启了全面建设社会主义现代化国家的新征程。刚刚闭幕的十三届全国人大一次会议进一步作出全面部署。中国发展进入新的时代，站在新的历史起点。

　　新时代的中国，将全力追求高质量发展。我们将深入贯彻新发展理念，坚持质量第一、效益优先，以供给侧结构性改革为主线，推动质量变革、效率变革、动力变革，不断增强经济创新力和竞争力。中国经济行稳致远，将首先对周边和次区域产生强大的辐射和带动效应，带来巨大发展机遇。

Ladies and Gentlemen,

At the 19th National Congress of the Communist Party of China last year, Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era was established as a guiding philosophy, and a blueprint was drawn up for China’s future development, marking China’s new journey toward a modern socialist country. At the first session of the 13th National People’s Congress of China that concluded just a few days ago, more detailed plans were made for China’s development. China is now in a new era of development and at a new historical starting point.

In the new era, China will pursue high quality development. We will act on the new development philosophy, giving top priority to quality and performance. We will focus on supply-side structural reform as a main task and strive for better quality, higher efficiency and more robust drivers of growth to make our economy more innovative and competitive. A long-term stable growth of the Chinese economy will give a strong boost and offer vast opportunities for the development of China’s neighborhood and the sub-region.
