2019年9月5日，驻印度大使孙卫东在印度英文大报《印度时报》发表署名文章《贸易霸凌损人害己，合作共赢才是正道》，强调美国推行以单边挑战多边、以强权挑战规则的贸易霸凌行径只会损人害己，造成美国和世界经济严重受损的双输局面,中印在维护正常国际经贸秩序、推动合作共赢方面有共同利益,两国有责任也有必要共同反对贸易霸凌行径，共同维护多边贸易体制和发展中国家利益，共同构建新型国际关系和人类命运共同体。全文如下：

当前，美国不断升级对华经贸摩擦，屡次对华加征关税并提高关税税率，甚至扬言“要求美国企业撤出中国”。美推行以单边挑战多边、以强权挑战规则的贸易霸凌行径，只会损人害己，造成美国和世界经济严重受损的双输局面。
美国大搞单边贸易保护主义和极限施压行径，严重违背中美元首重要共识，违背相互尊重、平等互利的原则。2018年2月中美经贸磋商启动以来，美方多次出尔反尔、言而无信。2018年5月推翻双方当月发表的联合声明关于“不打贸易战”的共识，今年5月推翻两国元首阿根廷会晤关于“停止相互加征新关税”的共识，今年8月又再次推翻两国元首大阪会晤美方关于“不再对中国产品加征新关税”的承诺。中美经贸磋商进程一再受挫，责任完全在于美方。
Recently, the US has escalated trade frictions with China, repeatedly imposed tariffs and raised tariff rates on Chinese exports. It even threatens to demand American companies to leave China. Such trade bullying challenges multilateralism and rules with unilateralism and power politics. It will only cause a lose-lose scenario where both US and world economy suffer seriously.
The unilateral trade protectionist measures and maximum pressure seriously violate the consensus between leaders of China and US and run counter to the principle of mutual respect, equality and mutual benefit. Since China-US trade talks began in February 2018, US has gone back on its words and broken promises multiple times. In May 2018, US violated the consensus of "no trade war" stipulated in the Joint Statement between the two countries reached that month. In May 2019, US overthrew the consensus of "no new tariffs" reached between the two leaders in Argentina. In August this year, it again broke the promise of "no additional tariffs on Chinese exports" reached during the Osaka summit of the two leaders. US is solely responsible for the lingering US-China trade talks.
美国对中国的各种污蔑指责没有任何事实依据。美罔顾事实给中国贴上“汇率操纵国”标签，事实上国际货币基金组织最近发布的报告认为人民币汇率水平与经济基本面基本相符。美方指责中方未采取采购美农产品的实际行动，事实上中方采购了美大豆、高粱、小麦、猪肉等大量农产品。美方指责中国未采取有效措施阻止芬太尼输美，事实上中国政府对毒品问题采取“零容忍”态度，严格管控芬太尼类物质，中方采取的举措切实有效。所谓中国“盗窃知识产权”的陈词滥调更是无中生有，事实上中国知识产权保护进步之快、力度之大受到国际社会高度评价。
The US accusations against China are groundless. US labeled China as "currency manipulator", but a recent IMF report reaffirmed that the RMB exchange rate basically conforms to China's economic fundamentals. US accused China of not taking concrete actions to purchase US agricultural products. In fact, China has purchased a large amount of US soybeans, sorghum, wheat, and pork. US claimed that China didn't take effective measures and stop fentanyl export to US, even though Chinese government adopts a zero-tolerance approach towards drugs and taken effective measures to strictly regulate fentanyl. The cliché of China "stealing IPR" is non-sense, as China's vigorous measures and rapid progress in IPR protection is highly regarded across the world.
