今年9月9～27日，联合国人权理事会第42届会议将在日内瓦召开。今年是中华人民共和国成立70周年，中国从一个积贫积弱的国家，一跃成为当今世界第二大经济体，综合国力的历史性跨越世人瞩目。70年来，中国始终坚持以人民为中心推进人权事业发展，谱写了人权进步的宏大篇章。
The 42nd session of the UN human rights council will be held in Geneva from 9th to 27th of September. This year marks the 70th anniversary of the founding of the People's Republic of China. China has emerged from a poor and weak country to the world's second largest economy, attracting the world attention with its historic leap of comprehensive national power. Over the past 70 years, China has always advanced the cause of human rights based on people-centered principle, making historic progress in human rights.
我们成功解决了近14亿中国人民温饱问题，帮助8亿多人口脱贫，培养超过4亿人口的中等收入群体，承诺2020年实现农村贫困人口全部脱贫。中国创造了世界减贫史上的伟大奇迹，这是最大的人权工程，也是最好的人权故事。我们建立了世界上最大的社会保障体系，人均预期寿命提高到76.34岁，居于发展中国家前列；我们大幅提高了人民受教育水平，九年制义务教育巩固率为93%，高等教育已接近中等发达国家水平；我们始终保持民族团结和国家统一，依法保障妇女、儿童、老年人、残疾人、少数民族等各项权益，确保人人得享人权，一个都不能少。国际权威民调显示，中国是世界上最安全、最具活力、人民满意度最高的国家之一。中国的发展归功于中国共产党的领导，是历史的必然，是任何势力都阻挡不了的。
China has managed to meet the basic living needs of its 1.4 billion people, lifted more than 800 million people out of poverty, cultivated over 400 million middle-income groups, and committed to lifting the entire impoverished population in rural areas out of poverty by 2020. China has created a poverty reduction miracle in the world's history. This is undoubtedly the largest human rights project and best human rights story. China has put in place the largest social welfare system in the world, and the average life expectancy of Chinese people has risen to 76.34 years, ranking the forefront of developing countries. China has significantly improved the education level of its people, the retention rate of nine-year compulsory education is 92% and the higher-education level is close to moderately developed countries. China has always maintained ethnic unity and national unity, protected the rights and interests of women, children, the elderly, the disabled and ethnic minorities in accordance with law, ensuring everyone to enjoy human rights. International authoritative polls show that China is one of the safest, most dynamic and most satisfying countries in the world. The development of China owes to the leadership of the Communist Party of China, which is a historical trend cannot be stopped by any forces.
消除贫困是当今世界面临的最大挑战。东帝汶恢复独立17年来取得巨大发展成就，国家获得了和平发展机会，但据联合国最新调查数据显示，仍有超过40%的人口生活在贫困线以下，近半数的5岁以下儿童长期营养不良，大量家庭每年面临食物短缺，东帝汶的减贫工作任重道远。中国是东帝汶的好朋友、好伙伴，愿同包括东帝汶在内的广大发展中国家分享减贫经验，在共建“一带一路”过程中为沿线国家提供切实可行的共同发展方案，为全球消除贫困、实现可持续发展、推动人权事业做出积极贡献。
Eliminating poverty is the greatest global challenge facing the world today. Since its restoration of independence 17 years ago, Timor-Leste has made great achievements and gained opportunities of peaceful development. However, according to the latest UN survey, more than 40% of Timorese people still live below the poverty line, nearly half of the children under the age of five are chronically malnourished, and a large number of families face food shortages every year. Poverty reduction in Timor-Leste still has a long way to go. As a good friend and partner of Timor-Leste, China is always willing to share poverty reduction experience with developing countries, including Timor-Leste. China is always ready to provide practical common development plans for countries along the Belt and Road Initiative (BRI) in the joint pursuit of the BRI, to make positive contribution to the world's poverty eradication, sustainable development and the promotion of human rights.
