第二十三条　外交邮袋由商业飞机机长转递时，机长必须持有委托国的官方证明文件，注明所携带的外交邮袋的件数。使馆应当派使馆人员向机长交接外交邮袋。海关验核外交邮袋和使馆人员身份证件无误后予以免验放行。

　　第二十四条　使馆以本办法第二十二条、第二十三条规定以外的其他方式进出境外交邮袋的，应当将外交邮袋存入海关监管仓库，并由使馆人员提取或者发运。海关验核使馆人员身份证件无误后予以免验放行。

Article 23 Where diplomatic pouches are forwarded by the captain of a commercial aircraft, he/she shall be provided with an official certifying document issued by the consigner State indicating the number of the diplomatic pouches carried. The relevant diplomatic mission shall send its staff to deliver/receive the diplomatic pouches to/from the captain of the aircraft. After customs has confirmed the number of the diplomatic pouches and verified that the identity certificates of the staff of the mission are authentic and valid, it shall give release instruction without inspection.

Article 24 Where a diplomatic mission is shipping into or out of China diplomatic pouches by means other than those prescribed in Articles 22 and 23 of these Measures, the diplomatic pouches shall be deposited in customs control warehouses to be picked up or delivered by staff of the diplomatic mission. After verifying that the identity certificates of the staff of the mission are authentic and valid, customs shall give release instruction without inspection. 

第五章　机动车辆后续监管

　　第二十五条　使馆和使馆人员按照本办法第十条、第十一条规定免税进境的机动车辆以及接受转让的机动车辆属于海关监管车辆，主管海关对其实施后续监管。公用机动车辆的监管年限为自海关放行之日起6年，自用进境机动车辆的监管年限为自海关放行之日起3年。

　　未经海关批准，上述机动车辆在海关监管年限内不得进行转让、出售。

Chapter V Follow-up Supervision and Control over Motor Vehicles 

Article 25 The motor vehicle imported duty-free by a diplomatic mission or its staff and the motor vehicle transferred to the diplomatic mission or its staff under Articles 10 and 11 of these Measures fall within the jurisdiction of customs control. The competent customs house shall exercise follow-up control over the vehicles. The customs control period is 6 years for a motor vehicle for official use, and 3 years for a motor vehicle for personal use, as of the date of release by customs.

In the absence of approval by customs, the above-mentioned motor vehicles shall not be transferred or sold within the customs control period.
