自用物品，是指使馆人员和与其共同生活的配偶及未成年子女在中国居留期间生活必需用品，包括自用机动车辆（限摩托车、小轿车、越野车、9座以下的小客车）。

　　直接需用数量，是指经海关审核，使馆为执行职务需要使用的数量，以及使馆人员和与其共同生活的配偶及未成年子女在中国居留期间仅供使馆人员和与其共同生活的配偶及未成年子女自身使用的数量。

　　主管海关，是指使馆所在地的直属海关。

“Articles for personal use” refer to articles for daily use by staff members of a diplomatic mission, their spouses and underage children living together with them during their stay in China, including motor vehicles for personal use (limited to motorcycles, sedan cars, off-road vehicles, and minibuses with no more than 9 seats).

“Directly needed quantity” means the quantity needed by diplomatic missions to perform their official functions, and the quantity needed by staff members of the diplomatic missions, their spouses and underage children living together with them during their stay in China for their personal use only, as ratified by customs.

“Competent customs house” means the regional customs whose jurisdiction covers the location of the diplomatic missions.

　　第三十一条　外国驻中国领事馆、联合国及其专门机构和其他国际组织驻中国代表机构及其人员进出境公用、自用物品，由海关按照《中华人民共和国领事特权与豁免条例》、中国已加入的国际公约以及中国与有关国家或者国际组织签订的协议办理。有关法规、公约、协议不明确的，海关参照本办法有关条款办理。

　　第三十二条　外国政府给予中国驻该国的使馆和使馆人员进出境物品的优惠和便利，低于中国政府给予该国驻中国的使馆和使馆人员进出境物品的优惠和便利的，中国海关可以根据对等原则，给予该国驻中国使馆和使馆人员进出境物品相应的待遇。

Article 31 The entry and exit of articles for official or personal use of consular posts and representative offices of the United Nations, its specialized agencies and other international organizations stationed in China or the staff thereof shall be handled by customs in accordance with the Regulations of the People’s Republic of China Concerning Consular Privileges and Immunities, international conventions China has acceded to and agreements China has concluded with relevant countries or international organizations. Matters not clearly covered in those regulations, conventions and agreements shall be dealt with in reference to the provisions of these Measures . 

Article 32 Where the privileges and facilitations accorded by a foreign government to the entry and exit of articles of a Chinese diplomatic mission and its staff members in that State are fewer than those China would give under these Measures to the entry and exit of articles of the diplomatic mission of that State in China and its staff members, China Customs may accord them such treatment as appropriate on a reciprocal basis.
