三是加强设施连通。在中国—太平洋岛国海上互联互通的总体框架下，与密联邦建立海上互联互通的合作协商机制。在平等合作和互利共赢的原则下，积极开展港口合作、海洋渔业、海洋船舶、海洋旅游、海洋科研与环境保护等，加快海上互联互通大通道的建设。另一方面，密联邦陆路运输以公路为主，公路建设是基础设施建设的重点领域。密联邦现有公路设施落后，可推动中国有兴趣的企业参与相关公路项目合作。密克罗尼西亚联邦岛屿之间交通主要依靠空运。四个州均有小型国际机场。

Thirdly, we could continue to strengthen facility connectivity between the two sides. Under the overall framework of China-Pacific Island countries' maritime connectivity, we could establish a long-term cooperative and consultative mechanism between China and the FSM. Following the principle of equality, fairness and win-win cooperation, we could actively carry out exchanges and cooperation on port construction and management, marine fisheries, marine ships building and maintenance, marine tourism, marine scientific research and ocean protection, speeding up the construction of maritime connection. In addition, we could invite relevant Chinese enterprises to invest or participate in the construction and maintenance of first and secondary roads in the FSM, which is sometimes of bad condition but constitutes the most often used traffic channel on the islands. As to the air traffic, which is the only way to travel from on state to another, we can also encourage Chinese counterparts to develop new routes and markets on the basis of the four existing international airports in the four states.

　　四是鼓励和扶持友好省份参与中国—太平洋岛国海洋产业合作。地方交流与合作是中密关系的重要组成部分。今年里，中密地方合作交流蓬勃发展，在经贸、人文等领域取得了丰硕成果。中密之间的四个友好省州，如广东、海南、浙江、山东都是海洋经济大省，应该率先参与中国—密联邦海上互联互通和海洋产业合作，挖掘各自海洋资源和海洋产业优势，选择区域产业合作的领域和项目，做好海洋产业项目的可行性研究，广泛开展海洋渔业、海洋运输、港口、海洋旅游等合作，让两国民众从中密地方交往中收获更多机遇和红利。

Fourthly, we should encourage and support subnational cooperation on marine industry between the two sides. Subnational exchanges and cooperation is an important component of China-FSM ties. In recent years, subnational cooperation between the two countries have been thriving, delivering rich outcomes in various fields. Among our four friend-province with FSM, Guangdong, Hainan, Zhejiang and Shandong, are all major marine economic provinces. They could take the lead in developing China-FSM maritime interconnection and cooperation, tap into the complementary marine strengths of the two sides, seek areas for further cooperation through feasibility study, and conduct wide cooperation on marine fisheries, marine transportation, port management and tourism. In this way, China-FSM subnational exchanges could bring more opportunities and dividends to the two peoples.

　　五是不断推进民心相通。利用中密人力资源开发合作平台，推动密政府官员、专家、企业家等赴华参加短期多双边培训班及学历学位培训项目，加强沟通交流，推动互学互鉴。基于中密经济技术合作协定等援外机制，精心选报一些社会反响好的援外“民心工程”并稳步实施。积极推动密克罗尼西亚联邦地方领导人及企业赴华出席会议、论坛、展会，促进“民心相通”。

The last but not the least, we could continue to tighten the people-to-people bond between the two sides. We will make use of the China-FSM human resources development and cooperation platform to enroll more FSM government officials, experts and entrepreneurs for short-term multi-bilateral training courses and academic degree programs in China. By communicating and learning together, we could make friends with more people who know China and love China. Under the China-FSM Economic and Technological Cooperation Agreement and other foreign aid mechanisms, we will pay more attention to the projects that have great influence on people's livelihood, and carry it out step by step. We will also actively promote local leaders and enterprises to attend conferences, forums and exhibitions in China, promoting the people-to-people exchanges and communications.
