在新的国际和区域形势下，实施中国—太平洋岛国海上互联互通，推进区域的海洋产业合作具有深远的战略意义，将有助于进一步扩大中国—太平洋岛国经济合作的规模，拓展双边合作的领域，推进区域经济一体化的进程，也有利于将太平洋建成和平、友谊和合作之洋。中方愿与密方一道，保持全方位交往势头，以共建“一带一路”为契机，充分释放双边经贸发展红利，推动两国友好关系和互利合作迈上新台阶，为此，我想提出五点建议：

Under the new international and regional situation, it is of far-reaching strategic significance to implement China-Pacific Island maritime interconnection and promote regional cooperation in marine industry. It will help to further increase the scale of China-Pacific Island economic cooperation, expand the fields of such bilateral cooperation, and promote the regional economic integration. In this way, we build the Pacific into a sea of peace, friendship and cooperation. Under new circumstances, China stands ready to work with the FSM to maintain the momentum of all-around exchange, act on the opportunities brought by the Belt and Road Initiative to fully release the dividends of an upgraded bilateral trade, and elevate friendly ties and mutually beneficial cooperation between the two countries. Thus, I would like to make five suggestions.

　　新形势下，一是继续扩大贸易规模。目前，中密贸易规模仍然偏小，这与中密战略伙伴关系不相称。中国奉行自由开放的贸易政策，注重进出口平衡发展，不刻意谋求贸易顺差。中方愿意增加进口密方有竞争力的渔业产品。下一步，我们将继续推动密方组织企业赴华积极参加中国国际进口博览会、中国进出口商品交易会等重要展会，扩大密优质特色产品对华出口。另外还将推动中国有兴趣的企业来密考察贸易机会，加强中密企业层面经贸交流。推动密旅游部门加强与中国国家旅游局的交流合作，推动中国有兴趣的企业来密考察旅游线路，并探索开通旅游包机的可能性，吸引更多中国游客赴密旅游。

Firstly, we could continue to expand the unimpeded bilateral trade between the two sides. At present, the trade volume between China and FSM is still small, which is not so commensurate with the strategic partnership between China and FSM. China pursues a free and open trade policy, pays attention to the balanced development of imports and exports, and does not deliberately seek a trade surplus. China is willing to increase imports of competitive fishery products from the FSM. In the future, we will continue to encourage the FSM enterprises to participate actively in China's International Import Expo and China's import and Export Commodities Fair and other important exhibitions, and boost the export of high-quality products with special characteristics to China. In addition, we will also encourage more Chinese enterprises to come to the FSM to seek business opportunities, strengthening economic and trade exchanges at the enterprise level. We will help to facilitate the communication between the tourism departments of the two sides, ask Chinese enterprises to plan possible and attracting travelling routes, explore the possibility of opening tourist charter flights, and attract more Chinese tourists to visit the FSM.

　　二是拓展双向投资，推动资金通融。中密之间目前相互投资的企业不多，双方投资合作前景广阔。中方积极鼓励国内企业来密投资，参与基础设施、农业、渔业、旅游业等领域的合作，推动当地经济发展，增加社会就业，希望密方为中国企业营造良好的投资环境。密方曾表示愿意加入亚洲基础设施投资银行，可继续与我保持沟通，协助推动亚投行与密联邦开展交流合作。同时，中方将积极推动“两优”贷款项目在密联邦实现突破，为密方基础设施、资源开发和产业合作等与互联互通有关的项目提供资金支持。

Secondly, we could enhance capital integration by improving two-way investment between the two sides. At present, although there are not so many foreign investment activities between China and the FSM, I believe there is broad prospect for investment cooperation between the two sides. China will actively encourage domestic enterprises to invest in the FSM, participate in cooperation in various fields such as infrastructure, agriculture, fisheries, tourism, help to boost the local economic development and increase local employment. At the same time, we hope that the FSM will create a more favorable investment environment for Chinese enterprises. The FSM side has expressed its willingness to join the Asian Infrastructure Investment Bank. I believe we can keep on talking and working on this issue. At the same time, China remains ready for help by providing preferential loans to the FSM, which will offer financial support for projects related to infrastructure, resource development and industrial cooperation.
