第三，增强政治意愿，推进国际人道法执行。国际人道法，特别是日内瓦四公约及其议定书是人道主义事业的基石。今年9月联合国举行日内瓦公约签署70周年纪念活动，得到各成员国积极响应。我们应以此为契机，加强国际人道法普及和宣传，将政治承诺转化为实际行动。人道机构应在尊重当事国主权基础上，通过多种方式帮助有关各方提高履约能力。
3. To strengthen the political will to further implement the International Humanitarian Law (IHL). IHL, in particular, the Geneva conventions and their protocols are the corner stone of humanitarian causes. We celebrated the 70th anniversary of the Geneva Conventions last September at the UN headquarter with many member states showing their strong support. We need to better advocate and promote IHL with a view to transform political commitments into practical actions. Bearing in mind the need to fully respect state sovereignty, humanitarian agencies are expected to assist all parties to enhance their capacities to implement IHL.
第四，弘扬人道精神，共建人类命运共同体。“闻其饥寒为之哀，见其劳苦为之悲”，中华民族自古就有仁者爱人、扶危济困的人道基因。习近平主席高度重视国际人道事业。他多次指出，红十字是一种精神、一面旗帜。中国愿与国际社会一道，倡导“人道、博爱、奉献”的红十字精神，保护人民生命健康，促进社会和谐进步，共建人类命运共同体。
主席女士、各位代表，
4. To promote humanitarianism for our shared future. Offering support to people in need is in Chinese gene. President XI Jinping highly values the international humanitarian cause and always regards "Red Cross as a spirit to follow and a flag to uphold". China will continue to join hands with international community to advocate the Red Cross spirit of "Humanity, Fraternity and Devotion", to protect people's lives and health, to promote society's cohesion and progress,and to build a community of shared future for mankind.
Madam Chair, distinguished delegates,
人道主义事业是崇高的事业。作为最大的发展中国家，中国将继续践行多边主义，加强同国际红十字与红新月运动各成员的合作，在力所能及范围内为国际人道事业做出更大贡献。

Humanitarian causes are sublime. As the largest developing country, China will continue to uphold multilateralism, strengthen cooperation with all members of the Movement, and do its best to make more contribution to the international humanitarian causes.
