地方政府网站政务信息文本词语的最大特点是专有名词多，使用频繁，涉及到许多政府机构、单位组织、社会团体的名称。由于政府机构、单位组织、社会团体等单位的名称属于专有名词范畴，其语用特征要求专名专用，所以一个单位、一个机构只能使用一个译名 (词语排列及其组合、缩写形式都应该统一不变），地方政府网站中涉及到的党组织和政府机构、政府组织，社会团体等单位名称由于其政治的严肃性和名称的唯一性，其译名必须专名专用，必须保持与各级各地对外宣传资料的一致性，保持一个网站内部专有名词译名的一致性。然而，地方政府网站英文版的翻译现实显示诸多专有名词并没有做到专名专译，显得相当混乱。例如对地方党委、地方政协的翻译，请看以下译例：

在2006年宁波市政府工作报告的英文版中即第一条译例中，宁波市政协的译文采用的是 the People's Political Consultative Conference of Ningbo Municipality，回译就是宁波市人民政治协商会议，简称宁波市政协。译文采用的是其名称简称的翻译。只采用该类单位的中文名称简称的英译，对具有中国政治机构背景知识的读者可能不会带来困惑，而对于大多数读者而言，可能会带来理解和认知的困惑。在第二条的译例中，宁波市政协的译文采用的是CPPCC Ningbo Branch.，即中国人民政治协商会议宁波市分部，这与通常采用的译文不一致。而宁波市政协的官方网站的醒目标题是中国人民政治协商会议宁波市委员会，其英译文是Ningbo Committee of CPPCC(见:

http://www.nbzx.gov.cn/)。

在这篇报道中，中国共产党广州市委成了广州共产党，其译文欠严肃性。这样的译文在同一天的另一篇报道中也出现过。而在9月20日的一篇报道中，用的则是其全称的正确英译文：

..,He said that Guangzhou Committee of the CPC and the Municipal Government of Guangzhou City will fully support the development of Guangzhou Port.

In order to achieve the general objective of building up an ecological city，major tasks and concrete measures were put forward in the environment protection plan.

Mr. Zhang Said that Guangzhou Committee of the CPC and the Municipal Government of Guangzhou City put great importance on environmental issues and would focus on economic development as well as environment construction.
