“一分承诺，九分落实”。2015年12月，习近平主席在中非合作论坛约翰内斯堡峰会上宣布总额600亿美元的“中非十大合作计划”。三年转瞬即逝，中国对非合作成果有目共睹。约堡峰会以来，中非高层互访广度频度空前，务实合作稳步推进。截至2018年3月，中方承诺提供的资金支持中超过90%已经落实或作出安排。埃塞俄比亚至吉布提铁路、肯尼亚蒙巴萨至内罗毕铁路等一大批基础设施、工业园区、经济特区和产业产能项目竣工投入运营或加紧推进。

　　中方坚持互利共赢，倡导集约和可持续发展，不仅注重为非洲“输血”，更为非洲“造血”。中方在非洲培训了各类职业技术人员，为非洲提供来华培训名额和政府奖学金名额。

China believes that ten percent of any pledge have to be matched by ninety percent of implementation. At the Johannesburg Summit of the Forum on China-Africa Cooperation (FOCAC) in December 2015, President Xi announced $60 billion funding pledge to support ten major China-Africa cooperation plans. The impact of this commitment on the two sides' cooperation is remarkable. Since the Johannesburg Summit, there have been frequent and high-level visits between China and Africa, and practical cooperation is gaining new momentum. Over 90% of the 60 billion-dollar financial commitments have either been put into operation or earmarked for specific usage. A series of infrastructure projects including Addis Ababa-Djibouti Railway, Nairobi-Mombasa Railway, industrial parks, special economic zones and various cooperation projects to enhance industrial production capacity have been operationalized. 

China is committed to mutually beneficial and win-win cooperation, and proposes intensive and sustainable development. We dedicate our work not only to "transfusing blood" but also to "creating blood" for Africa. China has therefore trained 162,000 vocational and technical personnel in Africa, and provided 43,000 training opportunities and over 20,000 governmental scholarships for Africans in its universities and educational institutions over the past few years. 

　　今年9月，中非合作论坛北京峰会将隆重举行。中非领导人将欢聚一堂，围绕本次峰会“合作共赢，携手构建更加紧密的中非命运共同体”这一主题，共叙友谊，共商合作，共话未来。北京峰会作为新时期的新盛会，将在诸多层面取得新的重要成果，引领中非关系与合作进入更加欣欣向荣、心心相印、薪火相传的新时代。峰会将进一步充实中非命运共同体的时代内涵，为推动构建人类命运共同体作出积极贡献。峰会将把中非共建“一带一路”、联合国2030年可持续发展议程、非盟《2063年议程》同非洲各国发展战略结合起来，为非洲发展开辟新的空间。峰会将全方位规划未来3年及今后一个时期中非合作的优先领域和重点方向，把中方资金、技术、装备、人才等优势同非洲自然资源、人口红利、市场潜力等禀赋进一步对接，助力非洲培育形成自主发展能力，加快工业化和现代化进程，同时推动中非合作迈向更高水平。峰会将进一步推出以人民为中心的多项合作举措，深化中非人民相知相亲，特别是重点关注中非青年友好交往，为中非关系发展提供更加充沛甘甜的“源头活水”。中方将秉持真实亲诚对非政策理念和正确义利观，与非洲兄弟一道，在政治、经济、社会发展、人文、和平安全和国际合作等领域推出新举措、新倡议，为中非全面战略合作伙伴关系发展注入新活力。

Next month, Chinese and African leaders will meet in Beijing for FOCAC Summit and discuss on ways to further develop their friendship and cooperation. China will always adhere to the principles of sincerity, real results, affinity and good faith and uphold the righteous values of justice and interests in its cooperation with the continent and will step up its efforts to create more synergy in the Belt and Road Initiative, the 2030 Sustainable Development Goals, Agenda 2063 and the development strategies of each African country. During FOCAC Summit, new measures and initiatives will be rolled out for cooperation in politics, economy, social development, people-to-people exchanges, peace and security, and international affairs. 

Even mountains and seas cannot separate people with common aspirations. China and Africa have been good friends during the struggle for liberation and they are reliable partners in socio-economic development, and will definitely continue to be intimate brothers in building new-type international relations.
