Someone puts on airs means someone acts like a master.
就是“摆架子”的意思。在上世纪有些做家务的仆人会摆高姿态来指使其他仆人。
这里的air指的是一种高高在上、优越的神态，put on airs就是“拿出高人一等、了不起的姿态”，即我们常说的摆架子。
