“吏部”是古代专门管理“官吏”事务的部,相当于如今的“人事部”;“尚书”相当于如今的部长。因此不妨译作minister of personnel affairs。不同朝代有不同的官衔及其管辖范围,确定其地位与管辖权限,酌情处理。是“郡”或是“州”的头头,可比就现在的省、地、县各级官员。而无论是省长还是署长专员,英文都可用 governor,所不同的只是前者为provincial governor,而后者是 prefectural governor。侍郎( vice minister )应该是相当于现在的中央政府的副部长一职。
