“吏部”是古代专门管理“官吏”事务的部，相当于如今的“人事部”；“尚书”相当于如今的部长。因此不妨译作minister of personnel affairs。不同朝代有不同的官衔及其管辖范围，确定其地位与管辖权限，酌情处理。是“郡”或是“州”的头头，可比就现在的省、地、县各级官员。而无论是省长还是署长专员，英文都可用 governor，所不同的只是前者为provincial governor，而后者是 prefectural governor。侍郎( vice minister )应该是相当于现在的中央政府的副部长一职。
