第十四条 经海关批准进境的物品，使馆和使馆人员可以委托报关企业到主管海关办理海关手续。
进境地不在主管海关关区的，使馆和使馆人员应当委托报关企业办理海关手续。受委托的报关企业应当按照海关对转关运输货物的规定，将有关物品转至主管海关办理海关手续。
第十五条 外交代表随身携带（含附载于同一运输工具上的）自用物品进境时，应当向海关口头申报，但外交代表每次随身携带进境的香烟超过400支、雪茄超过100支、烟丝超过500克、酒精含量12度及以上的酒精饮料超过2瓶（每瓶限750毫升）的，应当按照本办法第十三条的规定向海关提出书面申请，有关物品数量计入本办法第十一条规定的限额内。
Article 14 For articles whose entry has been approved by customs, the diplomatic mission or its staff may authorize a customs broker to go through the customs formalities at the competent customs house.
If the point of entry is not within the jurisdiction of the competent customs house, the diplomatic mission or its staff shall authorize a customs broker to go through the customs formalities. The customs broker as authorized shall, in accordance with customs provisions on cross-customs cargo transshipment, transport the relevant articles to the competent customs house to go through the customs formalities.
Article 15 When a diplomatic officer carries with him/her articles for personal use into China, including those loaded on the same means of transport, he/she shall make an oral declaration to customs. However, if, at one time, he/she carries into China more than 400 cigarettes, or more than 100 cigars, or more than 500 grams of cut tobacco, or more than 2 bottles of alcoholic beverages containing 12 per cent alcohol upwards (limited to 750 ml per bottle), he/she shall file a written application with customs in accordance with Article 13 of these Measures and the quantity of the relevant articles shall be calculated into the granted quantity quota as prescribed in Article 11 of these Measures.
第十六条 使馆和使馆人员进境机动车辆，应当自海关放行之日起10个工作日内，向海关申领《中华人民共和国海关监管车辆进/出境领/销牌照通知书》（以下简称《领/销牌照通知书》，见附件4），办理机动车辆牌照申领手续。
第三章 出境物品监管
第十七条 使馆和使馆人员运出公用、自用物品，应当填写《申报单》，并附提（运）单、发票、装箱单、身份证件复印件等有关单证材料，向主管海关提出申请。其中，运出机动车辆的，还应当递交使馆照会。
主管海关应当自接受申请之日起10个工作日内作出是否准予出境的决定。
Article 16 Where a diplomatic mission or a member of its staff imports a motor vehicle into China, it (he/she) shall, within 10 working days as of the date of release by customs, apply for a Notice on Fetching/Revoking the Vehicle License Plate for the Entry/Exit of Vehicle under Customs Control of the People’s Republic of China (hereinafter referred to as the Notice of Fetching/Revoking the License Plate, see Annex 4) and go through the application formalities for obtaining a motor vehicle license plate.
Chapter III Supervision and Control over Exported Articles
Article 17 Where a diplomatic mission or a member of its staff exports out of China articles for official or personal use, it (he/she) shall file an application with the competent customs house by filling out a Declaration Form and presenting the Declaration Form together with the bill of lading (or waybill), invoice, packing list, photocopies of the relevant identity certificates and other relevant documents. If it (he/she) is to export a motor vehicle out of China, it (he/she) shall also furnish a diplomatic note.
The competent customs house shall, within 10 working days as of the date of acceptance of the application, decide to approve or disapprove the exit of the articles.
第十八条 经海关批准出境的物品，使馆和使馆人员应当委托报关企业在出境地海关办理海关手续，如出境地不在主管海关关区，受委托企业应当按照海关对转关运输货物的规定，将有关物品转至出境地海关办理海关手续。
第十九条 外交代表随身携带（含附载于同一运输工具的）自用物品出境时，应当向海关口头申报。
Article 18 For articles whose exit has been approved by customs, the diplomatic mission or its staff shall authorize a customs broker to go through the customs formalities at the customs of point of exit. If the point of exit is not within the jurisdiction of the competent customs house, the customs broker as authorized shall, in accordance with customs provisions on cross-customs cargo transshipment, transport the relevant articles to the customs of point of exit and go through the customs formalities there.
Article 19 When a diplomatic officer carries with him/her articles for personal use out of China, including those loaded on the same means of transport, he/she shall make an oral declaration to customs.
