《中华人民共和国海关对外国驻中国使馆和使馆人员进出境物品监管办法》已于2008年3月10日经海关总署署务会议审议通过,现予公布,自2008年10月1日起施行。1986年12月1日海关总署发布的《外国驻中国使馆和使馆人员进出境物品报关办法》同时废止。

[No.174] Decree of the General Administration of Customs of the People’s Republic of China No.174
The Measures of the General Administration of Customs of the People’s Republic of China on Supervision and Control over the Entry and Exit of Articles of Foreign Diplomatic Missions in China and the Staff Thereof, which were deliberated and adopted at the Executive Meeting of the General Administration of Customs of the People’s Republic of China on March 10, 2008, are hereby promulgated and shall come into force as of October 1, 2008. The Measures for the Declaration of the Entry and Exit of Articles of Foreign Diplomatic Missions in China and the Staff Thereof promulgated by the General Administration of Customs on December 1, 1986 shall be abolished simultaneously.

Measures of the General Administration of Customs of the People’s Republic of China on Supervision and Control over the Entry and Exit of Articles of Foreign Diplomatic Missions in China and the Staff Thereof
第一章 总 则
第一条 为了规范海关对外国驻中国使馆(以下简称使馆)和使馆人员进出境公务用品和自用物品(以下简称公用、自用物品)的监管,根据《中华人民共和国海关法》(以下简称《海关法》)、《中华人民共和国外交特权与豁免条例》和《中华人民共和国海关总署关于外国驻中国使馆和使馆人员进出境物品的规定》制定本办法。
第二条 使馆和使馆人员进出境公用、自用物品适用本办法。
Chapter I General Provisions
Article 1 These Measures are formulated in accordance with the Customs Law of the People’s Republic of China (hereinafter referred to as the Customs Law), the Regulations of the People’s Republic of China on Diplomatic Privileges and Immunities and the Provisions of the General Administration of Customs of the People’s Republic of China on the Entry and Exit of Articles of Foreign Diplomatic Missions in China and the Staff Thereof for the purpose of regulating the supervision and control over the entry and exit of articles of foreign diplomatic missions in China (hereinafter referred to as “diplomatic missions”) and the staff thereof for official or personal use (hereinafter referred to as “articles for official or personal use”).
Article 2 The entry and exit of articles of diplomatic missions and the staff thereof for official or personal use shall be governed by these Measures.
