the way 能引导从句吗？

有人问了我一个问题
这句话怎么出现两个谓语动词：
82% of voters are dissatisfied with the way their country is being governed
其实她不理解 the way 后面的定语从句，第二个 is 是从句中的谓语，没问题。
类比一下：
“我不喜欢你跟她说话的方式”，以下三种翻译均可：
① I don't like the way in which you speak to her.
② I don't like the way that you speak to her.
③ I don't like the way you speak to her.
看到没有？the way 后面其实跟了定语从句的，引导词 in which = that（做状语），而且可以被省略。
该提问的句子就属于引导词被省略的情况。
