两者均可指对外国人的一种处罚。exclusion (拒绝入境令） 的含义是拒绝尚未入境者进入国境，如在美国，指美国移民局所作出的拒绝某人进人美国之命令[1]。deportation (驱逐出境） 则为另一种刑罚，主要指将已经人境的违法犯罪之外国人逐出国境外，其有时也包含exclusion,即在边境地区因拒绝某人入境而将其递解出边境的情况[2]。因此，移民局所作的deportation and exclusion orders则应含有驱逐和禁止入境双重含义，其中deportation order是指将罪犯驱逐出境，而exclusion order则是指禁止其进人该国国（边）境。在此情况下如像有些词典将exclusion order 译为 “驱逐令”恐有不准确之嫌。
