Statement at the General Debate of the 33rd International Conference of the Red Cross and Red Crescent By H.E. Mr. CHEN Xu, Head of Delegation of the Government of the People's Republic of China

　　我谨代表中国政府代表团祝贺你当选本届大会主席，中国政府代表团将积极支持、配合你和主席团其他成员的工作。

Madam Chair,

On behalf of the Chinese Government delegation, I would like to congratulate your assumption as chair of the 33rd International Conference and reassure you our support to you and the bureau.

　　今年是日内瓦四公约通过70周年，也是作为国际红十字发端的索尔弗利诺战役160周年，红十字会与红新月会国际联合会成立100周年。国际红十字运动以保护人的生命和健康，保障对人的尊重，促进相互了解、友谊和合作，促进持久和平为宗旨，在国际人道主义事业中发挥着越来越重要的作用。

　　主席女士、各位代表，

This year marks the 70th anniversary of the Geneva Conventions, the 160th anniversary of the Battle of Solferio which led to the establishment of the International Red Cross, and the 100th anniversary of the founding of IFRC. We wish to express sincere appreciation to the International Red Cross and Red Crescent Movement for its tremendous efforts and ever-growing role in international humanitarian cause, especially in protecting human life, health, dignity, and promoting mutual understanding, friendship and cooperation.

Madam Chair, distinguished delegates,

　　当前国际局势正经历冷战结束以来最深刻变革，风险与挑战层出不穷，发展鸿沟日益突出，恐怖主义、难民危机、气候变化等非传统安全威胁持续蔓延，加剧人民的苦难、饥饿和疾病。在人道危机依然严峻的今天，要实现人人得享和平、发展、尊严，还需要做出更大努力。在此，中方愿分享几点看法。

　　第一，坚持多边主义，合力改善人道局势。当前，国际人道主义需求创历史新高，仅凭一国或一组织之力无法单独应对，我们必须团结合作。合作是多层次的，我们支持在国际、地区或是双边层面开展形式多样的人道主义合作。有关国际组织和发达国家在合作中应承担更多责任，积极协助广大发展中国家加强能力建设，在资金、技术上予以支持。

Our world is undergoing profound changes with more risks and challenges, both traditional and non-traditional, such as development gaps, terrorism, refugee crises, and climate change, which aggravated humanitarian concerns. There is an urgent need to work together to make sure that everyone enjoys peace, development and dignity.  

1. To enhance multilateral cooperation to improve humanitarian situation. Today, international humanitarian demand hits record high, which requires solidarity and cooperation since no country or organization could handle it alone. We support diverse humanitarian cooperation at global, regional and country levels. International organizations and developed countries should take more steps to help developing countries in terms of financial and technical support, and capacity building.

　　第二，坚持标本兼治，消除人道危机根源。人道危机成因错综复杂，化解危机的根本出路在于谋和平、促发展。各国应坚持联合国宪章宗旨和原则，坚持对话协商，寻求和平解决争端。联合国应加强政治斡旋和建设和平力度，有效预防冲突。国际社会要以落实2030年可持续发展议程和新一轮科技革命为契机，逐渐缩小南北差距，优先消除贫困，实现共同发展。

2. To take comprehensive approaches to address both symptoms and root causes of humanitarian crises. Though the causes of humanitarian crises are multifold, the solutions lie in peace and development. All countries should uphold the purposes and principles of the UN Charter, and seek for peaceful solutions to disputes through consultation and dialogue. The UN needs to strengthen political mediation and peace building efforts to effectively prevent conflicts. We should work together to reinforce our efforts to implement 2030 Agenda, narrow the gap between the North and the South, eliminate poverty and achieve common development.
