第三，应密切关注并改善巴勒斯坦经济和人道状况。中方再次对有关方面扣减部分为巴勒斯坦代征的税款表示担忧，呼吁有关方面切实履行《巴黎议定书》等有关国际条约规定的义务，全面执行联合国有关决议，尽快全面解除对加沙的封锁。国际社会应继续加大对联合国近东巴勒斯坦难民救济和工程处的支持，改善巴勒斯坦难民人道条件。中方已宣布今年将对工程处的年度捐款增加至100万美元。我们还将通过双边渠道向巴勒斯坦人民提供支持，包括支持地区国家救助巴勒斯坦难民项目。

Third, close attention must be given to improving the economic and humanitarian situation of Palestine. China expresses once again its concern at the withholding of tax revenue collected on behalf of Palestine and calls upon the parties concerned to implement obligations under international treaties including the Paris Protocol, fully implement relevant UN resolutions and swiftly and completely lift the Gaza blockade. The international community should continue to increase its support to UNRWA with a view to improving the humanitarian conditions of the Palestinian refugees. China has announced that it will increase its annual contribution to the Agency to US$1 million. We will also provide support to the Palestinian people through bilateral channels including through support to regional countries' assistance programs for the Palestinian refugees.
