中非面临着难得的历史性发展机遇。中方倡导“一带一路”建设，将有效对接世界各国发展战略、《2063年议程》和联合国“2030年可持续发展议程”，为包括非洲在内的世界各国提供了良好的合作平台。今年9月，中方将举行中非合作论坛北京峰会，中非领导人将共同规划中非关系发展蓝图，这次峰会将开启中非合作共赢、共同发展的新时代，在中非关系发展进程中具有新的里程碑意义。中非合作发展将以“一带一路”建设为契机，以工业化和农业现代化为牵引，以产业合作与产业对接为重点，全面深化工业、农业、基础设施、人力资源开发、投资、贸易、金融等领域互利合作。中方将继续秉持习近平主席提出的真实亲诚对非政策理念和正确义利观，本着和平合作、开放包容、互学互鉴、互利共赢和创新、协调、绿色、开放、共享的发展理念，进一步做强和夯实中非政治上平等互信、经济上合作共赢、文明上交流互鉴、安全上守望相助、国际事务中团结协作，开拓中非全面战略合作伙伴关系的新局面。中国坚持对外开放的基本国策，坚持打开国门搞建设。中国开放的大门不会关闭，只会越开越大。中国的发展是世界的机遇，也是非洲的机遇。中国愿同非洲一道，推动构建新型国际关系和人类命运共同体。
China and Africa are facing rare historical development opportunities. The "Belt and Road" initiative advocated by the Chinese side will effectively link up with development strategies of countries in the world, the 2063 Agenda and the United Nations "2030 Sustainable Development Agenda", and provide a helpful platform for cooperation among all countries in the world including Africa. In September this year, China will hold the Beijing Summit of the Forum on China-Africa Cooperation. Leaders of China and Africa will jointly map out a blueprint for the development of China-Africa relations. The Summit will open a new era of win-win cooperation and common development for China and Africa, and become a new milestone in the development of China-Africa relationship. The development of China-Africa cooperation will take the "Belt and Road" construction as an opportunity, industrialization and agricultural modernization as traction, industrial cooperation and linkage as focus, and comprehensively deepen mutually beneficial cooperation in fields like industry, agriculture, infrastructure, human resource development, investment, trade, and finance. In conducting relations with Africa, China will continue to adhere to the principles of sincerity, practical results, affinity and good faith towards Africa and uphold the values of friendship, justice and shared interests which are proposed by President Xi Jinping, follow the ideas of peace and cooperation, openness and inclusiveness, learning from each other, win-win cooperation, and pursue the idea of innovative, coordinated, green, open and shared development. China will further strengthen and consolidate a China-Africa relationship featuring political equality and mutual trust, win-win economic cooperation, mutually enriching cultural exchanges, mutual assistance in security, and solidarity and coordination in international affairs, and open up a new phase of China-Africa comprehensive strategic and cooperative partnership. China will continue to adhere to its fundamental national policy of opening-up and pursue development with its door wide open. China's door of opening-up will not be closed and will only open even wider! China's development is an opportunity for the world as well as an opportunity for Africa. China is willing to work with Africa to foster a new type of international relations and to build a community with a shared future for mankind.
中方一贯支持非洲和平事业，一贯支持非盟在促进非洲和平与发展进程中所发挥的重要作用，一贯支持索和平重建，赞赏非索团为实现索及地区和平与稳定所做贡献，迄今已向非洲派驻了大批维和人员，积极向索提供力所能及的人道主义援助，连续8年向非索团提供资金支持。当前索和平重建处在关键时期，在索政府领导下，索和平重建取得了明显成效。中方将继续本着“索人主导、索人所有”原则，积极为索实现持久和平与安全做出不懈努力，愿与国际社会一道，推动索在实现国家和平发展、振兴繁荣的道路上不断取得新的更大成就。
China has always supported the cause of peace in Africa and consistently supported the important role played by the African Union in promoting peace and development of Africa. China has consistently supported the peace and reconstruction of Somalia, and appreciates the contribution made by AMISOM for the realization of peace and stability in Somalia and the sub-region. China has sent a large number of peacekeepers to Africa, actively provided humanitarian assistance to Somalia within its ability, and provided financial support to AMISOM for consecutive 8 years. At present, the peace and reconstruction process of Somalia has come to a crucial stage, and remarkable achievements have been made under the leadership of the Somali Government. China will continue to follow the principle of "Somali led, Somali owned", and make unremitting efforts for the realization of lasting peace and security in Somalia. China is willing to work together with the international community to promote continuous new and greater achievements by Somalia in realization of peace, development and prosperity.
