第一,中国的发展进入新时代,将继续为全球和次区域国家发展提供强劲动力。去年底举行的中国共产党第十九次全国代表大会规划了中国未来发展蓝图。刚刚结束的全国“两会”进一步作出全面部署。
我们将坚持以创新、协调、绿色、开放、共享的新发展理念为引领,以推进供给侧结构性改革为主线,积极推动经济结构战略性调整和经济转型升级,增强经济发展的稳定性、协调性和可持续性,推动中国经济加速向高质量发展转变。
First, China’s development has entered a new era, and will continue to provide strong impetus to the development of countries in the sub-region and beyond. The 19th National Congress of the Communist Party of China late last year mapped out the blueprint for China’s future development, and building on that, the recently concluded NPC and CPPCC sessions have further fleshed out comprehensive plans.
Guided by the innovative, coordinated, green, open and inclusive approach to development, China will focus on supply-side structural reform, and advance strategic adjustment and upgrading of its economy. China’s economic development will be more stable, coordinated and sustainable, and shift to high-quality development at a faster pace.
我们的努力已经初见成效。2017年,消费对中国经济增长贡献率达到58.8%,服务业比重上升到51.6%,科技进步贡献率提高到57.5%。未来,消费、服务业、新兴产业在中国经济中的比重将进一步增加。中国经济在保持中高速增长的基础上,质量将更高,动力将更足,结构将更合理。中国将继续为全球经济增长提供稳定动力源,也将为次区域经济发展开辟新空间。
第二,中国将进一步扩大对外开放,为全球和次区域国家提供更多机遇。习近平主席多次强调,中国开放的大门不会关闭,只会越开越大。这有力宣示了中国进一步扩大开放的决心。我们将以形成全面开放新格局为总要求,实行高水平的贸易和投资自由化便利化政策,大幅度放宽市场准入,扩大服务业特别是金融业对外开放,保护外商投资合法权益,保护知识产权,创造国际一流营商环境。未来5年,中国将进口8万亿美元商品,吸收6000亿美元外国投资,对外投资总额将达到7500亿美元。
Our efforts are already generating positive changes. In 2017, consumption contributed 58.8% of China’s economic growth and the share of the service sector rose to 51.6% of GDP. Contribution of technological progress to GDP growth increased to 57.3%. With consumption, the service sector and emerging industries playing a bigger part, the Chinese economy will maintain a medium-to-high growth with higher quality, stronger momentum and better structure. China will remain a stable source of growth for the global economy, and its development will open up new prospects for the sub-region.
Second, China will open still wider to the world and contribute more opportunities to countries in and outside the sub-region. As President Xi stressed on many occasions, the door of China’s opening-up will not be closed but will open even wider. This is a powerful expression of China’s determination. In pursing opening-up on all fronts, we will adopt policies to promote high-level trade and investment liberalization and facilitation, significantly ease market access, further open up the service sector, the financial sector in particular, protect the legitimate rights and interests of foreign investors, protect intellectual property rights, and create a world-class business environment. In the coming five years, China is expected to import US$8 trillion worth of goods, attract US$600 billion worth of foreign investment and make a total of US$750 billion outbound investment.
