译文对原文的多项动词作了处理，只留下“为”（be)作谓语。法规英语中将来时态也是常用的时态，主要用于对将要发生的事情作出规定。法规汉英翻译中，我们应特别注意的是，将来时主要用shall而少用will，因为，此时的shall不单纯指时间，而更大程度上是指条约、规章、法令等文件中所表示的义务或规定，但 will的这层意思不明显，故不便多用。再看几个例子：
(1)原文：情节严重的，由当地人民法院依法处理。
译文:Cases of gross violation shall be handled by the local people's courts according to law.
(2)原文：董事会处理重大问题，由合营各方根据平等互利原则协商解决。
译文：In handling an important problem, the board of directois shall reach decisions through consultation by the participants on the principle of equality and mutual benefit.
法规、法律英语中的时态、语态以及用词特征是我们从事汉英翻译过程中应当十分熟悉的常规。译者稍有不慎，译出的句子便不合法律英语句法规律，因为法律英语的这些句法特征在原文中不存在，译者单凭原文的语言特征是无法在译文中展现法律英语这类特征的。在涉外法规的汉英翻译实践中，不合法律英语句法特征的译文并不少见，我们不妨分析一例。请看：
原文：投资总额在500万美元以下的项目，由经济发展局审批，开发区管委会在3天内发文批复。
原译文：Projects whose total investment amount under US $ 5 ,000,000 are within the authorization limitation of the EDB, The Administrative committee will issue certificate approval in 3 days; those projects from US $ 5,000,000 to 30,000,000 US dollars，will be submitted to the Administrative Committee and will issue certificate approval in 5 days.《宁波市经济技术开发区投资指南》
