1981年新华社北京2月10日电讯报道了中组部和中宣部为了在调整中加强干部教育工作干2月1日召开全国干部教育工作电话会议的情况。这“电话会议”，英语该怎么说？

电话会议是我国由来已久、行之有效的一种会议形式。但事有巧合，国外也有电话会议。因此，英语“电话会议”怎么说，在英文原著中有现成的例子可以参考。

但是“电话会议”，按汉语习惯，首先着眼于“会议”（目的），然后再说明这个会议是通过“电话”（手段）进行的。因为是后者修饰前者，所以成了“电话会议”。另一方面，按英语习惯，则首先是从“电话”着眼的，只是这种电话的特点在于不是一般地由甲、乙双方互相对话，而是特殊地由甲、乙、丙……多方参与、表现为“会议”形式的，所以英语不称“电话会议”而说“会议电话 ”即“conference telephone call”请看实例：

但是现代英语词语有从简从略的趋势，所以“conference telephone call”可略作“conference

phone call”乃至“conference call”（其英语释义为：a conference over the telephone between a group of people linked by a central switching unit)，请看实例：

由1,2 两例，我们看到了“电话会议”的英语表达法；由例2，我们又看到了如何说“通知......等候参加电话会议”(to notify…to stand by to come in for a conference call)，如何说“召开” (to initiate)。但是“to initiate”的含义，较“召开”似乎要广，故未必就是“召开”。在考虑英语怎么说“召开电话会议”时，得特别注意上文所提到的英语特点：着眼点不在“会议” (conference)上而在“call”（“电话”)上。所以要考虑的是同“call”（而不是“conference”）搭配的动词， 而通常同“call”搭配、用于这一场合的动词是 “to place”（而不是“to call”），请看实例：

通过以上三例，我们不但从语言上了解到“（召开）电话会议”的英语表达法，而且也多少了解到一些英语国家的有关情况：在美国不但大企业召开电话会议，就是美国政府 (White House)也召开（或发动组织）电话会议。
