其中,it为形式主语,真正主语是that引起的从句。动词would be known系被动语态,意“将为人知”。合起来意为“(下面这一事)将为人所知”。为“谁”所知呢?显然是所有的人了。包括政府方面、估产者、田地主人、以及村镇(community)的头头们。
根据上下文,农民的租税是交给community的。直接受益者是community的头头们。租税减少,他们利益受损失,所以拒不传达执行这一指令便是很自然的了。
