翻译不仅是翻译文字，而且要透过文字了解作者希望表述的客观事实。如果原文的表达方法直译过去无法向译文读者传达这 一客观事实，译者有权使用他认为更好的表达方法。但译者要注意原文作者是不是有意含糊其词。

例1.

当时，农业人口和非农业人口的收入水平，被估计为相差3~6倍。而从农业人口中选举出的全国人大代表所代表的人口数则8倍于从非农业人口中选举出的代表所代表的人口数。

这句话看来没有什么难处，可以按结构轻易转换为英语：

At that time, income differences between the agricultural and non-agricultural population were estimated at 3-6 times, whereas deputies to the National People's Congress elected from the agricultural population represented a population 8 times the population represented by deputies elected from the non-agricultural population.

如果进一步思考:“从农业人口中选举出的全国人大代表所代表的人口数则8倍于从非农业人口中选举出的代表所代表的人口数”这句话是什么意思？ “从农业人口中选举出的全国人大代表” 所代表的人数多，是因为中国的农民多，有什么不正常？为什么还 用“而”表示转折？再者，从农业人口中选出的代表当然代表农民，但中国的农民虽多，也没有达到非农业人口的8倍，这句话到底是什么意思？作为一份学术研究报告，作者不可能突然冒出一句谁也不懂的话，这时就要深入研究，看上下文有没有线索;或者査人大的相关资料;或者询问作者。经过调査，译者发现这句话的意思是：“如果一个非农业人口人大代表所代表的人数为1 000人，那么一个农业人口代表所代表的人数为8 000人! ”这显然是不公平的，也是作者要指出的问题，原文使用的“而”字，应当理解为“而且”。原文的“全国人大代表前”如果加上“一个”，意思就明确多了。翻译为英语时，可以把意思进一步明确，而且“ deputy”不能用复数形式。

译文：

At that time, their income differences were estimated at 3-6 times; more over, the agricultural and non-agricuitural population were not represented in the same proportion at the National People's Congress： the constituency represented by one deputy elected from the agricultural population is eight times larger than that represented by one deputy elected from the non-agricultural population.

在这里，constituency 的意思是：...the whole body of voters, or a district or population, represented by a member of parliament, etc。
